First in Seattle, then in Washington, the World Trade Organization has been in the headlines. There were demonstrations over proposals to impose labor and environmental standards on global trade, and then over admitting China to the WTO and giving it permanent normal trading status. The 135-national organization was created to foster international economic cooperation, but its critics call it a medieval institution.
